You have to get them interested in you. Play the game of look at them, look away, look at them again, etc. Eventually they will do it too and then after that its easy.

Just lower your energy and disregard the IODs they give you. Most of the time when shy girls seem like they don't like you it's entirely that they're nervous.

Like the other comments be very intentional with them , go sit by the.and make eye contact, if in a group bring up something they have said in group , repeat it to them (summarize it not verbatim ) and ask an expanding question to get them to open up , shy people in groups usually don't contribute something unless they feel it is interesting ,important , or they have knowledge on the subject. It can get very intimate quick with shy people if you use active listening skills
