Talk to everybody you can. Everybody. Old people, guys and girls on campus, classmates, teachers. Compliment people in the halls and chat them up inbetween classes. Then just let the conversation continue longer for girls you're interested in, and ask them out. If you follow this, you'll have more friends than you know what to do with and going out with girls will be natural.

This is a powerful method in college because you build massive social proof and get way more opportunities to network, build social circles, and have fun.

Don't talk forever. Suggest doing something, and get off the phone.

If all you do is talk, they'll get bored and stop answering.
