Because she obviously knows you want to get in her pants. You and every other guy on the planet. She is hot and she knows she is hot. She does not know who the fuck you are and why she should care about you. Her value is obvious. Yours is not. She has her guard up and is waiting for you to differentiate yourself from the rest (i.e. have better game).

You're doing it wrong. The trick to breaking a chick who knows she's hot is to ignore her. Genuinely act like she's background noise, or even treat her like she's downright annoying.

An example from my own experience:

There was this shot girl who worked at my favorite bar/club. Looks-wise, let's just say she'd popular on the /r/petitegonewild sub.

My default move is to ignore all women, but I'm especially distanced with service workers. Guys can be disgusting toward service workers, and in my experience it's easier to game a woman in a service job by simply being the least disgusting guy around. FTR, in female logic, the guy who ignores her completely is considered less disgusting than the nice guy who talks to her or notices her. (In other words, you, Mr Smile & Eye Contact, are creepier than I am.)

On one of the slow nights, this shot girl started just lingering around me. I still ignore her completely. The shot girls there all know I don't buy shots (mostly a calorie thing, actually).

Lingering within your personal space, BTW, is pretty much the female equivalent of a bold, verbal open. Women prefer that you come to them.

After a couple tries at lingering, she opts for the verbal open. She prefaces everything with, "I'm not trying to sell you anything," and then proceeds to make conversation.

Right off the bat, I cannot fucking stand her voice. Cute or not, her voice was awful, and from there it was all a hard no for me. I mean, this bitch's voice could cut steel. It was awful, high, shrill, painful.

I tend to try to be polite in these situations (which is a mistake if you really want a woman to go away, because they will just keep pressing the issue), so I kind of let her linger on talking while just watching girls move around the dance floor.

After about ten minutes, another patron basically gave her the "Bitch, you do have a job, and I'm sitting right here" speech, so she went away and dealt with that guy.

But every time she'd orbit around the place, she'd stop by and try to chat me up. Each time, the crazy level went up a notch. She eventually started fishing for compliments. I blew her off, body pointed away from her, eyes firmly on all of the available pussy on the dance floor. She rather loudly and indignantly (and remember, her voice is fucking awful to listen to) starts saying, "Don't even! You know you love me!"

That of course was the last straw for me. I turn, look her in the eye and ask, "Do you have a fuckin off switch?" That shut her down.

Toward the end of the night, she decides to situate herself about five feet away from me, directly in my line of sight, pointed toward me, and leaning back against the wall.

Understand that emotional abuse, manipulation and control of women is my forte. Knowing that I can twist a woman up to the point that she can't function properly is what gets me off about game. I reeeeeeeally like watching a woman turn into a mess trying to get my attention.

With that in mind, I made eye contact with her and hit her with the cocky smirk. Her eyes light up and she walks right over and literally starts over from the beginning, saying . . . "I'm not trying to sell you anything."

I couldn't help but let out a stifled laugh, look away, smirk and shake my fuckin head. I could not believe she actually went back to the beginning of her sales pitch.

In retrospect, I realize that she did this because she was trying to process the idea that I was ignoring her when every other guy was piggishly trying to bang her. Hot chicks can't process the idea that a guy wouldn't want to fuck them, and ignoring them blows out all of their mental circuits. In her mind, the only logical explanation for what was happening was that I assumed she was trying to sell me something.

Whatever the case, the laugh was not well-received. She stood there stunned for several seconds, standing bolt upright, looking like I had killed her dog. Eventually, she gathered herself and said, "We've got [whatever shots she was selling], would you like any?" I shook my head, waved her away and she left.

Admittedly, I probably should have just given her the time of day and eventually slept with her, but I really hated that girl's voice. Probably the best benefit of having game in your arsenal is being able to walk away from women who don't meet your criteria.

But . . . the underlying point here is that if you want a hot chick to play nice, you have to treat her like a non-entity, an annoyance and a joke.

Input the mindset that they have to qualify themselves to you; not the other way around. If a girl only has her looks to offer you then move on to one who actually has some other value; your time is valuable

I never realized this aloofness before, but maybe its because I hold a bar none, "only fun" attitude, ie. I call chicks out on everything which tends to either make them leave/give me an out(if they can't take a joke fuck 'em) or open them up and be flirty/laugh.

I met up with a girl randomly and when I first walked up to her she seemed very nonplussed and like meeting me was a mistake. She wasn't mentally my type but she was fit enough so I talked with her a bit and immediately dropped the "all the girls I meet act like guys, they pretend to be uninterested and I just don't play that shit" which 100% turned her around.
