Girls who I have no interest in and seem "below my league" pay attention to me all the time.

However, girls who I do have interest in pretend I don't exist. Whether it be girls in my league or out of it. They certainly notice me, but when I look at them they seem uncomfortable & avoid eye contact? It's been killing me lately... I also having a staring problem when I see an attractive woman. I always thought it was kind of endearing that I'm looking at her, like hey I think you're hot. For the record I usually don't smile until she does. Maybe that's the problem? I feel smiling at girls seems kind of creepy, but I'm probably wrong...
