Don't do it on company's premises. If you really have to talk to her, don't walk into her office. It would draw undesired attention and people will be gossiping. Just get her number and text her instead.

She’s more like someone that works for the same organization I do; probably 800 people in the building; 3k or so in entire building. Still the same advice?

Granted this a comment, but i generally have the same problem, i can usually, but rarely, catch this cute chick on break who works in an another department, or two, but i cant even take the first step, i'll smile or tell her good morning and she'll smile back, but, i don't actually know how to make a move.

Depends on what you do, but a not terrible way to get to know her is to think of a reason that you need to pick her brain about something work related. You go out to lunch, half the time is spent talking about work, the other half is getting to know your coworker. If things go well, get her number and go from there.
