Should the guy always be the one to initiate? For example, setting up dates, making the first move, kissing, sex, etc.

I’ve been with a mixture of girls - some who are blatantly obviously wanting kissed, second/third base and will show this. Others, that are attracted to me and want this, but won’t show this until I make the first move. I wondered if other people experienced this as well.
