The best way to start conversations is in a way that's totally natural. If she trips or if she looks lost or something. The other day I was just at the library, heard a girl slam her fist on the desk while at a computer, I walked up and said, "hey, I don't work here, but can I help with something?" Then we just chatted from there. If it seems forced she'll get creeped out (I've made this mistake where I see a girl walk past, then I walk beyond her, wait for her to cross my path, then i approached her, but she realized what I was doing and bolted as soon as she could).

If you don't know how to have a natural-starting conversation, then just make conversation with everyone you get a chance to. Make eye contact, say hi.

Yes! Approach with an innocent but real question, maybe ask for directions or recommendations or even a sincere, “hey, I know this may seem weird, but I saw you and I just had to tell you that I think you are super cute. My name is ______. I’m interested in knowing yours....”

Something like that.

You don't have to limit yourself to these times. You can strike up a conversation whenever you come across somebody who piques your interest.

In fact, I find it's actually harder on Friday and Saturday nights, because people are already on their way to plans. But that's just me.

But, basically what you're asking about is usually referred to as "day game" and "cold approaching" in the PUA lingo. I'd say you'd get some better tips googling and YouTubing those terms, or typing them into the subreddit search, than I could explain in this comment.

I think it's not what you say but your demeanor. If you walk up with too much confidence, you might give off that "this ain't my 1st rodeo" vibe or the opposite which is the "Creep" factor then your success will take a dive. I think it's bes to be just be real genuine and direct.

Before you approach, look for something interesting/cute on her outfit. Approach her and say that she looks great with that and that's why you approach her and then introduce yourself.

Try saying “I recognize this may seem out of the blue, but you look like someone who knows [great gelato, coffee, wine, music, art, whatever]. What’s your favorite spot for [x]?” From there if you get a good read, you can ask her to join you and you can treat her as a way to thank her.
