I'd say it's a little weird if it's almost the first thing you say. Make a connection first, if you actually like the girl then say it if you want to.

After some lite convo just say in a relaxed way " I'd like to get to know you better. What does your schedule look like for (week/day/time)?"

It's weird, desperate too, but that's the best day game can do. At least it's not illegal (in the States at least). Usually people have some other reason to get to know each other than one-sided attraction. Confidence is situational and "naturally" confident men are usually so only with friends and in situations where they feel their behavior bears no consequences.
