I'd recommend starting out small if you have difficulty talking to girls. Your problem is literally going up and talking to them, so START SMALL.

Go up to girls you are attracted to and ask VERY basic questions that can be answered in a sentence or less. Something like "Do you have the time?" or "Do you know of any good places to eat around here? I'm looking for something new."

This will get you used to actually going up and approaching girls. After you're fine doing that, then you can continue to up the ante

Go up and just start talking “man I’m so hungry!!! What you bout to eat? Awesome. Ima get back with my friends but here’s my phone put your # in it and I’ll shoot you a text, maybe we can grab a drink later”
