Often because it's a shallow compliment. Men give unspecific, generalised and superficial compliments like "You look beautiful". It gives the impression that you haven't really paid much attention to her and that you're doing it with an ulterior motive (even if it was a genuine compliment).

"I really like your foundation! It makes your cheekbones look amazing" is the type of compliment a girl would make to another girl because they recognise what kind of effort went into their appearance and give better, more specific, more relevant compliments.

One thing to realize is this also completely depends on the female and her current state of feelings.

One female might be insecure, thus the comment on her beauty or appearance will flatter her, make her feel good, and respond positively.

Another female might be secure in herself and receive that comment often, placing you in the 'dime-a-dozen' category.

Try to start conversation naturally without a compliment. Keep it neutral at first and get a feel for her personality.

Then don't be afraid to slip a subtle comment or flirtatious insult to challenge her a bit. Though the latter takes practice and can easily go wrong if not done carefully.

Some girls like when a guy is straightforward with what he wants. There’s a purpose as to why you went out of your way to approach and compliment her. So take it beyond than simply complimenting and tell her your purpose. What do you want as a result? Her number, a date, a hookup, etc. Whatever it is, tell her. Or use finesse to lead it to that. Many girls are approached and complimented so you’re just another statistic. Make yourself different from all the other guys who have approached her. You want her to see you as a person. Until you do, you’re just a number. Also take into consideration when girl shit tests. Some guys may perceive her response as negative when she’s really shit testing you
