Well babysteps. Start talking to strangers-> talk to strangers that are female-> talk to strangers that are female and who you find attractive -> get numbers-> get dates-> make out-> bang bang bang

Talk to anyone who seems friendly and strikes you as interesting. A quick two minute back and forth is usually a good start. Obviously use your judgement and keep talking with them if you want to, there's plenty of potential friends out there. However, what I like to "practice" is warming the other person up to a longer interaction. My approach anxiety disappeared as soon as I established a kind of positive feedback loop somewhere in my brain. Every person that responded positively to me just made me want to keep approaching. When an attractive girl gave me an IOI, I was already walking over to her before I could think up reasons not to go talk to her.
