Option A: he liked the necklace.

Option B: he was looking for a non-invasive way to compliment you, something less direct (or sometimes creepy) than “your eyes are really beautiful”

Option C: he was looking for a way to be intimate by proxy: touching the necklace ~= touching your neck/chest.

Fun fact: necklaces are there, historically, to guide a man’s eye to your neck and cleavage. So, if he was freudianly going for your tits, hey: it worked.

If he had just told you it was beautiful, it would mean he just liked the necklace or was being sweet but taking it into hand and inspecting it close is probably an excuse to get close to you. The smile at the end also shows that.
