Okay here's some stuff: If you're approaching in the day and she's on the street or walking (not sitting down), tell her why you're approaching so she can decide if she wants to stop or not. A "Hey" or even a "What's up" does not convey that you want to meet her and find out if you like her. That's what you need to convey, so that she can decide whether to accept or reject the approach. You are not even getting rejected, these girls are just confused about why you're talking to them and are probably already in the middle of something if they're walking.

If they're sitting down in a bar or a cafe, then fine you can sit next to them and say "Hi what's up?". But if you do that, you can't be so friendly and external about it, you have to mean it. Maybe with your second two approaches you wrote about here, you didn't do this. If you say what's up and the girl says "nothing", look her and the eyes and challenge that... say something like "no, for real", instead of happily accepting her non-answer. You should stand behind what you say instead of putting on a facade of trying not to upset anyone. Essentially don't be so friendly when the other person isn't showing you their real self, challenge them to show it, then you have to be honest with them in return as well.

Also chill you just did 3 approaches that's nothing, all of them could have just not been in the mood. There's a lot of random chance involved at these low numbers.
