Wait until she puts up a story on Instagram, then reply with something funny or just comment on it. This is smoother and less creepy than just sliding in her dms with absolutely no context.

You should go for it. Tell her she’s cute, beautiful or whatever you feel is good and applies to her. She’ll be happy and one key thing: don’t expect anything back. Even if she says she’s not interested or anything, don’t let it affect you, be happy and accept it and be at peace with it. If it works out, it’ll be great for you 👌🏻

Honestly, it is kinda weird if you see them some times and you don't say anything. What Polarizingpotato suggested is a good thing to do if you actually want to go through with this, but I'd try to talk with her in real life.
