If I walk past a cute girl and we make eye contact, but don’t have enough time to make a move, would it be ok to turn around and walk up to her and approach form the side?

Yes it is totally acceptable. Don't lay your full hand on her if you want to initiate a little physical contact, as it would come off weird.

Yes, you can turn around and run after her.

Probably most of my approaches look like that, except I don't exactly approach the girl from the side - instead, as I'm to her side I overtake her and extend my hand in her direction, while circling myself into position in front of her, and then I stop, feet firmly planted, squared up in front of her, with my hand low in front of me, palm towards her, signalling to stop. This is my way of stopping the girl and "killing her momentum". Fuck, I don't know if I explained very well how that looks, I wish I had a video...

But yeah, you can experiment with approaching from the side or however, figure out what works for you and what doesn't.

Back of the hand on her shoulder I've found to be most effective. Remember to take a slight lean/step back when she turns to face you.
