You really can't assume she's not interested until you have a conversation with her and she says that. The fact the she just happen to adjust her dog collar when you passed by seems that she very much noticed you. She may even have a crush on you too, but due to her insecurities or nervousness tries her best to avoid you or try to get you to avoid her lol I would talk to her when you see her, and say something like "hi! I think I saw you walking your dog the other day." And then continue from there.

You can’t say she pretended not to notice you when you didn’t say anything to er withering. Basically your the man you got the dick and you have to take the lead on every interaction you want to have with women. They are not just gonna throw themselves at you u less your rich, famous or they think your really hot.
