Two flakes and it is a move on for me. One time can be understandable and legitimate, but twice and I’m out.
The only exception is if the girl flakes and suggests a different time.

I mean if it's a few hours ahead of time I'd give them another chance. It's those bitches that completely stand you up that you should just move on from.

To avoid being stood up, send a confirmation text earlier on in the day to confirm that the date is still on. In addition, send a text when you're getting ready to leave to confirm that she's getting ready to leave/has left. If I don't receive a text back for either one of these texts, I don't show up to the date.
Contingency plans. This could be scheduling multiple dates in a night, having a project to work on if the date falls through, etc.
If a woman informs me before the date that she's not going to make it, I'll reschedule with her right then and there. If she doesn't respond to one of my two confirmation texts (which I explained in another comment), then I'll simply move on.
