It depends on how you flirt. If you're all sexual, intense, and handsy, then just with actual prospects. But if you're just fun and flirty, then it's fine to flirt with basically anyone, except at work. The benefit of constantly flirting is you get better at it with practice, and it just becomes a natural reaction. That way when you actually are interested in someone, you have less to think/worry about.
