Because when you're a fictional character, you can have anything your author wants you to have. "and then Bond blinked 3 times and 5 more gorgeous women, an aston martin, and a unicorn all appeared for him." What gives him this powerr!!??

Because he's a fictional character. There may be some general principles you can draw from how Ian Fleming wrote him, but you'd be unwise to literally copy what Bond does because the situations only ever pan out like Fleming wrote them, with far fewer rejections than he'd get in real life.
