There are no strict rules for interpreting anything that a woman says. You have to develop an instinct based on the experience of interacting with many different women.

If you gut is telling you that you were coming on too strong, that's probably correct.

Some women actually say "we're not going to sleep together" when she means the opposite but only your instinct can tell you that.

There are humorous and "IDGAF" type replies you can make to statements like that, but again they need to be guided by your gut feeling.
