As a woman, there is almost nothing that could go wrong. There is a 0% chance off a woman seeming creepy. Keep that in mind and stay confident in either way. The "coward" but safe and easy way is to just send your friends to do the job. Let one of them go up to the dude and just let her tell him that you find him attractive and if he is interested.

I would probably feel more welcomed/ comfortable if you smiled at me as a way to invite me to talk to you. But I think you made a good call in not assuming that he liked you just because he glanced over at you. It’s best to not assume but rather find out wether or not he likes you through casual conversation.

Smile, look away, look back. If he’s still looking you smirk a little like a kind of tease and then look away for good. If he’s interested he’ll approach.

Humans are hard wired to look for eye contact, when you see someone's face from your peripherals for example, their face loses details but you can still tell roughly where they are looking and if they are looking at you, it's evolutionary. So, eye contact should be used as a way to get their interest, it's what you do afterwords that's going to make a difference. For women I'd say the best thing to do is to show some submisiveness, when he looks over, hold eye contact for a second, drop your eyes and chin with a coy smile and and then look back at him. That's literally the evolutionary signal for, "you should come over and say hi" and any socially acute guy who sees that is gonna have some cogs turning. The rest is up to him, if he doesn't bite and you know your not gonna see him again, write down your number and say something like "Hey, I think your really cute, message me if you'd be down for hanging out" and just leave it at that.
