The same could be argued of men or any living creature. The question of how we function and how our brain works is something that neuroscientists are working to answer and hardly understand.

Now on to your actual question. Do women have agency? Yes. Do most women TAKE agency for their actions...I lead towards no. We understand that a womans experience is based on the emotional. This is their higher function and how they operate. No it doesn't make sense initially however there is a beauty to living so in the moment that a guy can never get close to experiencing based on the structure of our brain. There is a reason that men and women can get along so well when the Captain/First Mate relationship is there. It is because they both bring something that helps the other out. Men bring strength and women bring innocence and tenderness that is refreshing.

TLDR; yes they have agency however many choose feels over reals

Everybody gets more agency as they get older. More mature, more aware of the world.

The difference is, most of the men here are over 20<over 30<over 40<50, all chasing girls under 30, who have remarkably less agency than us.

So the argument can be made, all of the women [in whom we're interested], have very little agency.
