The mindset I had when I struggled with this was trying too hard to be liked. So because I was trying so hard to be liked - I would watch everything I said and try to adjust my words tactically. This type of self-censorship made me very quiet. It's like most of the stuff I wanted to say wasn't good enough, cool enough, or attractive enough to say out loud. I was too worried about how I come across. Too worried about approval.

Here's what I did to solve it: Instead of trying to mold myself into what they might like, i would instead just try to show them who I was. And if they don't like that they could kick rocks

Have the courage to be disliked.

When you get stuck its because you approach with no specific goal.
Because when you approach for example for the goal of getting her number, then u flirt a bit, u feel like she is interested as well, you ask for her number and after you got it, you achieved your goal so you walk away and promise you will call her.
But you probably approach without thinking what you want to achieve, so you get stuck and dont know what to say.

With time you should get more and more experience how to smoothly handle variety of situations and dynamics. Stay around people that excel in socializing or watch them on the Internet. And about running out of things to say, remember that conversation is just a measure, you need to make steps to get intimate with a girl, have fun to trigger positive emotions but focus on getting real life sex.

Your mindset that you see yourself as quiet and introverted is part of the problem. Being quiet just means you’ve gotten by in life by not having to speak up. It’s a learned behavior that has worked for you in other areas of life.

You can also learn to talk without filter and say what’s on your mind.

Alot of this has to do with mood, state, and gaining experience tapping into your more extroverted side. You just have to take social risks and not care too much about outcomes. And practice. Get the reference experiences.
