Is it the criminals, who are seeing someone else hanged for their crimes, and as such are confident they have already gotten away with it, considering their case is already "solved"?

Is it the sociopaths whom are seeing some poor schmuck who got hammered for a mistake (getting close to people and actually caring about them to be specific) no self-respecting sociopath would be caught dead making?

Or is it the innocent, being told "keep your head down and keep working, else this could be you!"?
