A few thoughts:

(1) she's trying to make someone else at work jealous.

(2) she likes to be the center of attention.

(3) you're not escalating enough. Ask her out directly, cut the texts down to planning, and see how far she's willing to go.

My vote is for all 3.

Just fuck her at work, she might be with her boyfriend when you text. But obviously cheating’s wrong but then again you’re not one cheating so push her up against that wall and lift her arms above her head and bite her neck. See how she reacts. All fair game if she’s doing it to you first
