Yes, but there are some guidelines for it sticking.

Compliments must be specific, observational, or contextual, saying "you smell nice" whilst sitting near her is creepy, but saying "I like your fragrance" after hugging her or kissing her is completely fine.

Compliments must also be personal, saying "Your dress is pretty" is just nice, but doesn't get tingles going, but saying "I love the way your butt feels in this skirt" whilst grabbing said butt will elicit tingles.

And finally, compliments must have a purpose. They can be an opener, a closer, used to escalate or used to praise good behaviour, but just randomly saying "you're pretty" or "I like your shoes" does nothing, always make every action get you a step closer to your goal.

Of course you can! Women like direct and bold compliments. I often use compliments to make a women feel special, better than other women. This way she knows I have standards and I can be picky. I chose her because she met my standards. Make compliments because you want, not because you want to buy her approval.

For example, in the other day:

I: I like that group photo you posted in the other day.

She: Ya, ya, you liked because of my friends.

I: Yes, your friends are pretty. But, they could combine all their beauty and you would still be the most beautiful one.

She almost melted right there. IMO, compliments with confidence is a big yes! Compliments based on neediness is a big no!
