You confuse not being needy, with not making moves at all and inaction.

If you don’t show interest in a woman, nothing ever happens leading to the woman to lose interest because a woman isn’t gonna be the one taking the initiative for you.

Not being needy means expressing interest in the woman but without seeking validation or reassurance from her. In other words, it’s about not needing her to reassure you that she likes you, not overthinking if you said or did something wrong, not over analyzing her behavior, being willing to walk away and mean it, not acting like it’s a high stakes situation, not trying to impress her or prove your worth, not trying to fit her expectations or standards, and not letting her actions or interest level affect your mood or confidence.

Besides that you still have to go out of your way to start conversations, to ask her out yourself, to hit on her, to not care about rejection… etc

Best would have been to approach her right away. That's not being needy. It's your job to approach her. Being needy would have been putting her on a pedestal, seeking her approval.

From your story it sounds like she’s jealous and rethink her moves thus she backs off a bit. What she did was normal, or even ideal. The whole theme of any relationship; be it a romantic one or even professional one in office —- is about RECIPROCATION. Meaning, if you escalate or make a move, then you need to see if your counterpart (applies to men and women) reciprocates. If he/she doesn’t, then you step back. “It takes 2 to tango.”

What you need to do now is reciprocate her actions. From scale 0-10, let’s say it looks like she’s given you 7-8, but you only gave her back 4-5. You should’ve matched her energy; give her back 7-8. Approach her again, then ask her if she’s free this weekend so you can take her out for lunch or dinner.
