I'll try giving you a quick run-down.

Take it with a grain of salt, obviously. What works for me might not work for you.

Basic wardrobe (at 20):

Bottoms:
2 pairs of jeans. Dark blue/gray.
1 pair of chinos.
1 pair of navy or steel gray "dress pants". These will come in handy in more formal situations.
For fit: Fit around the waist without producing a paunch. At the same time, you shouldn't be able to fit more than three fingers down the front. When trying them on look at your backside in the mirror. The leg part under your ass should not be baggy. Nor the area around your calves. Slim (not skinny) jeans typically have this sort of fit.

Shirts:
4-5 button-downs.
I go for wide checkered patterns to emphasize my broad shoulders. Broad horizontal stripes might help if you're skinny. Slim vertical stripes make you appear taller.
More important than the collar fitting (you'll rarely need to close the top button), make sure your shoulders, waist, and arms fit. Make sure the shirt doesn't slack too much in your underarms and around your waist. If you tuck it in and a bunch of fabric hangs out the back/sides, you can go a size lower.
Note: Wearing wifebeaters under your button-downs will prolong their life. Just pick up a white 6-pack from any store.
~ 10 t-shirts (depending on how often you do laundry).
I go for solid tees without logos or designs. Non-baggy. And for fuck's sake, no pockets.
Over time, I've accumulated some free t-shirts from volunteering events or charities I donate to. In college, you will too. Unless these fit really well and are an obvious conversation starter, leave them for pj tops.

Shoes:
1 pair of sneakers -- functional. I don't care what my sneakers look like. I wear them for running and/or athletic events.
1 pair of black shoes -- keep them simple. Good leather dress shoes will last you for a long time if you take proper care of them.
1 pair of brown shoes -- feel free to make these a little more casual. I recommend Clarks for relatively affordable, comfortable, and fashionable footwear.
1 pair of boots (depending on weather) -- functional but within limits. Chances are you don't need the steel-toe and the extreme treads made for wading through 3 feet of snow. If winter is snowy where you live, pick out a pair of warm shoes.
Note: your shoes and your belt color go together. Black shoes with black belt. Brown shoes with brown belt. Maybe grab a gray/blue cloth belt for a more "casual" look every now and then.

Outerwear:
I don't do sweaters. I'm sure others can give good advice on this.
Coat: 1 is sufficient. A smart, well-fitting, woolen peacoat will keep you warm in the winter.
Blazer: If you need to be a little more "formal". I've found midnight blue to be the most versatile color. Make sure it fits your shoulders, isn't too wide around the waist, and the sleeves aren't covering your palms.
Watch: A lot of people don't wear watches anymore. I've worn one my entire life and my wrist feels empty without one.
It adds a certain amount of class (plus you're not fumbling around in your pockets to figure out what time it is). I used to suggest investing in a decent one (~ $150). But honestly, pick out a classy looking $10 watch from Macy's/Amazon and you're golden.

It would be weird. Wear a 'preppy' suit jacket if you want but a suit simply isn't appropriate attire for college.

No. College is like high school, no need for suits. Also, most collages are liberal, they'll prob. talk shit.
