Dont give her an ultimatum to begin with. Other than that i usually try twice, if she flakes or makes an excuse the first time, try building a little more comfort in between the 2 requests.

After that just next them and ignore them until they suggest a date/meetup. (dont expect this to happen a lot)

Exactly what the other comments say. Just not long ago I was in the same situation, tried once: "Oh I wish, but I really cant. Dont forget maybe next week!", then the second time: "Sorry but I cant, gotta help me mom.", after this I was already thinking about nexting her but I tried a third time: "I dont know... Im a bit lazy..." after this reply I nexted her hard, full radio silence. She texted me once or twice after with random questions, she got no more replies from me and fuck it feels good af.

She is already not interested in you. This was completely not necessary and made you out to be autistic. Get the fucking hint. Two flakes -> not interested, move on.

Ignore her on text. When you meet her, say hi how are you, then move on. Don't give her attention. Don't act weird, don't awkward, and it won't be weird and awkward. If you are act weird and awkward she'll pick up on that and reflect it back.

The number 1 problem here is your level of investment. I know it's hard, but you can't let yourself care about this shit. Don't get angry, she's playing her her game just like you're playing yours. That's general advice.

Specifically, she's not interested sexually, so don't bother pursuing. An interested girl will agree to the first plans or change them to a day she's free if she's busy.

If she's an attention whore, you may be able to leverage her low self esteem through scarcity and indifference. But there is no chance it is worth it.

You're her orbiter. She's just using you for attention and is not sexually interested. Aka you're already in the friend zone.

When you see her in person just act civilly but don't spend time trying to woo her. Ignore all texts and pleas for validation.
