If it's the first time just say "Ok, not prob"

If it's the second time say something like "Ok" and let her contact you to reschedule. If her cancelations were legit and she's actually interested in seeing you then she will put in the effort to see you

If she cancels the third time then you say nothing and hard next her

Yes, make it short, to the point, unemotional, and not butt-hurt.

You have many other options, she may have a legitimate excuse, and who gives a fuck, she's not the center of your universe.

Women flake constantly, it's just a part of it. The less ass-hurt you are, the more attractive you'll look.
