Depending on where you live, one can usually find outdoor activity such as skating, or hike and talk a while.

But I would definitely have a level 2 plan back to your place, if it's convenient and on the way and you are cold and you have hot tea at home. But I usually do the first part for a while so it is not an obvious 'my place and netflix'. Good trick is to lead the conversation to a movie, get excited about it and go 'We should watch it right now, I got it at home'

EDIT: I used to live in Prague, that was a goldmine for outdoor walks.

Uber/Lyft. Search the Internet for coupon codes and rides can be dirt cheap. It's more responsible anyway if alcohol is involved in the evening. I like going to places that have other attractions nearby so that there can be a sortof... flow... Drinks at the bar, walk along the pier, watching stars in the park, etc. I don't own a car either. In my case it's because I really don't have a good place to keep it (live on my boat) and prefer to ride a bicycle locally. What I normally do is schedule things within walking distance of my boat, BUT I live in a quiet area with tons of bars, restaurants, and parks within a few minutes walk so that works for me.

Go back to a bar and then go to the movies with the expectation that you'll be fooling around (don't you dare actually watch the movie). Nothing like a little PDA that gets girls going.

Or take her back to your place and "watch a movie." Winter is the best time for this to work when it's cold outside.
