That's definitely a keep cutting issue. You probably won't be where you want to until around 10%. Honestly though that's a lot of unpleasantness to keep up year round unless this is something you really enjoying doing. Stay with what's moderately comfortable and looks good year and cut as far as you safely can for stuff like spring break and summer events. Grain of salt though I've let my self get pretty fluffy at this point.

My goal is to reach my desired level of leanness for summer then maintain. Keeping it year round is not something I am worried about too much. As long as I can still have one night a week of eating and drinking whatever I want I will be happy.

Ah. Have you taken into account your workout and cardio deficits as well as I don't think just restricting calories is going to cut it at this point since you are alright sort of light. Once your abdominal muscles grow so more it should definitely make it appear more lean as well. That the exact same trouble spot I have. I lovingly called it my "pooch" :(

TDEE is about 2200-2300 so and eating 1500-1600 puts me in a pretty high deficit. What else do you suggest I do?

To be honest I have no clue. I've never tried to cut below 15%. All I did was try an maintain about a 1000 deficit. Half on diet and half on excersize. The best thing would just be to get larger in my opinion short term I don't have many suggestions.

If you have stretch marks then that indicates loose skin, but here it seems like its natural adipose that would be extremely hard to get rid of. But I may be wrong, I am no doctor. You could look into getting liposuction but I don't know if you really can.
no stretch marks, I can certainly agree with you on the adipose tissue. I could keep dieting down which may be my only option. At that point I may end up being like 140lb which is pretty light. It bothers me that so many people will say "just keep cutting" when in reality it may not be possible to get rid off unless you become an anorexic

Couple things... Do you have striations in your pecs and shoulders? If not I wouldnt expect your lower abs to pop unless you have huge abs or they happen to sit great (pretty sure genetics).
If you have trained your abs well I would keep cutting. If you have maybe slacked on abs I would stop cutting and focus on them and then continue cutting.

Try upping calories to surplus for a couple of weeks, let your body learn its new routine then cut back to defecit again, shock the bastard into mobilizing fat.

It appear like fat but actually is just a lack of muscle
There is not enough muscle tissue there to push the skin like your upper abs do.
Gain more muscle it will fix by itself.
