Yeah, assuming she's legal:
It doesn't mean sex, although it's probably an option. Assume it's on the cards, but that she isn't being direct about it. Proceed accordingly: playful escalation with lots of forwards/backwards and teasing. Basically don't fully commit to anything actually happening, but do escalate.
