Correctional officers are typically drawn from the lower end of the spectrum in terms of education, intelligence, etc. They don't have to be smart, or have much of an IQ. They just need to be brutal / sadistic / insensitive to the unpleasantness of prison.

It's almost certain that he paid them. I'm kind of disappointed that everybody here is jumping to assume his frame swooned them when these girls are clearly able to go get casual sex at the bar with better looking guys. No, but it lends to a larger point. Here is a guy who, by virtue of "prisoner" status, should have been "submissive" to the prison staff. But instead, he's able to get them to blow and fuck him in a broom closet. It just shows that the power of frame knows no bounds, even in a prison setting. And the fact that the two girls didn't even know about each other proves another RP concept: preselection. I was on the road coming back to the carolinas from texas and at a rest stop in arkansas I met a guy who said that the day he got out of prison, he moved in with a female prison guard (and it was her birthday). He was proudly telling me of his exploits in guard towers. Very sketchy looking dude, and quite the overconfident one, since he was panhandling for gas money at the rest stop after troopers already told him they would arrest him for panhandling.
