Nearly all countries have a legal framework to enforce child support payments. Moreover, the laws apply of the country where the mother is residing. E.g. my country has fairly chil child support laws - dads don't get fucked. But if I were to knock up an American, she could go to an American court and claim child support. And my country would force me to pay it - even though the amount would be a multitude of what I'd be forced to pay under local laws.
