Mysterious drop in rates of mother-driven child abuse in 2001 - now moms are only 2x as likely as men to be abusive, instead of 3x

I was digging through references in that MGTOWish anti-feminism post today. One of them lead me to a chase on mothers vs. fathers on domestic abuse, as their link was dead.

I came across the US department of Human and Health Services and their official data publications.

Up until 2001, women were shown to perpetrate 2/3 of ALL child abuse, and biological mothers were 3x as likely to be a sole perpetrator of abuse than the father, and even more likely to act alone than with the father (unlike men, who are more likely to act with the mother than alone).

In 2002's data, and the most recent 2011, and some others I browsed through, there is a sudden drastic shift. All of a sudden mothers are hovering very near 2x father abuse rates. Beyond that, total abuse statistics dropped from 2/3 female to 54% female.

When I first saw the 2001 data I thought maybe society has changed. Single mothers, divorces, all that crap. Maybe there really was a change.

But it was overnight. 2001 to 2002 marks this paradigm shift seen in all other years.

What caused this? This can't be the result of societal shift, this indicates policy change. Did courts have to start ignoring single mothers abusing their kids so they didn't get taken away? Did public defenders stop defending men against domestic violence charges?

Sorry, I'm looking through these and 2000, 2001 and 2002 are all pretty consistent at ~60% female perpetrators? Mother only in ~40% versus father only in ~20%? What numbers specifically are you looking at?
