I think all adults, regardless of literacy and education level should be able to vote. But I do think there should be some kind of informed consent regarding for who they are voting for. Something along the lines a short video outlining each parties values/goals shown right before voting.

What purpose would that serve? Voting is going to be just as personal-interest based and people would only study to pass the test. It wouldn't affect their views or change their group affiliation to someone other than who is promising them the best stuff. "More job for you. More abortion for you. More safe space for you. More environmentally-friendly thing, yay. Vote Democrat, now!"

Edit: To note, I'm independent so I think both sides are equally retarded and not out to serve the best interests of the public.
