Men are seen as dangerous and disposable. The woman would be seen as annoying but relatively harmless, and wombs are seen as valuable.

If I was doing that to someone, she could not stop me with out risk of injury. If a woman did that to me I could put a stop to it that instant. My biggest worry would be white knights jumping in if I took things too far or a jealous boy friend or husband. The worse thing she could do is question my manhood for rejecting her and making a scene annoying but ho-hum.
