I'd heard on a youtube vid that apparently this is illegal in France (unless you get the mother's consent). Also some states in the USA are banning the sale of these tests there.

If paternity cannot be established, like what would happen in 30% of the cases above, the state would have no man to pin the support for the child or the child's mother, so the state would inherit the burden. So, of course the state is going to make it illegal. You see how quickly they have used court ordered paternity testing to enslave men to the mothers of their children, without equal custodial rights, and those same courts have used paternity testing to help a man who wants to shoulder the financial burden of child support to establish paternity, but if a man wants to buy a "do it at home" paternity test to avoid paying child support, it's illegal.
