No it's just an excuse they plonk in to try and make the ban sound legitimate. I think we should start complaining about this type of activity to moderators higher up. It's guilty by suspicion type of shit, like putting family members in jail because of the alleged actions of some distant cousin. Anyone engaging in such crap is not fit to hold any type of power.
