Despite this being a fictional representation of the events, it is true that they lowered half-empty lifeboats just to enforce the "women and children first" policy. I.e. they didn't let men board even though there were more spaces and no more women around.

This movie is catering to the female mind. To them, men who sacrificed themselves, regardless of how much suffering he has to go through, is seen as oh-so-romantic. They fall in love with the ACT of the man, NOT the man himself.
