Yes women are more attracted to face, however if you have a good face, muscles will enhance you and make you more attractive. If you have an ugly face, obtaining muscles isn't going to do anything with women - handsome guy with abs = his abs are the best thing ever zomg, ugly guy with abs = still ugly. There are also specific body types that women like more - this is entirely genetic. If you have wide hips and slender shoulders at low bodyfat, you are genetically fucked in that regard.

I absolutely believe it. I knew fat pear-body guy (with a slightly humped back) with a Brad Pitt/feminine face get laid all the time. He was low IQ, no muscle but a nice guy.

Facial structure is a huge part of developing an attractiveness in both males and females. Eye tracking studies show that women observe lots of more details about a person than males do, and that means that having a good face is really important to being an "attractive" male. However, because women observe more details, one cannot have a good face alone; if I had to guess, I'd say you probably have a bunch of other qualities that bring in the female attention. For example, being skinny is a decent indicator that if you got super angry, they wouldn't be overtly scared of you, which is a common reason some girls don't like overly muscly people.
