United Arab Emirates is a successful society of nationalistic patriarchal slavers. About 10% of population are nationals. State apparatus and army are manned by them. 90% are non-citizens, voluntary slaves. They were never intended to be the beneficiaries of Arab patriarchy.

Birth rate is more than 3 children per woman for Emirati nationals, about 1.5 children per woman for immigrants (also immigrant population is predominantly male). They don't need their slaves to procreate, it's cheaper to let them come from abroad as skilled adults.

Yes, gynocentrism rears its ugly head even there. But when you take Pakistani immigrant laborers in Dubai as an example of "patriarchs", you're not understanding the concept. Arabs hold their frame, protect their identity and control over their country and society and know how to handle immigrants, unlike EU that kisses them in the ass, spoiling and enabling them and giving them undeserved voice in matters.
