Does your library have a silent or quiet area to work in? If not, put that in as a suggestion immediately. It's a minimum requirement for a college library.

If all else fails, I discovered as a medical student that many hospitals will have a 24 hour access library.

Sorry man, nothing is as it should be anymore, so thinking outside the box is a constant requirement.

i live in da 'hood and the library around me actually has a security guard. it's quiet as can be, but sure enough a few times i was there, bitches be yakking on their phones and homeboy was quick to tell them what's up -- either turn off your phone or go outside

now as far as your situation:

1) i would lodge a complaint to whoever supposedly runs that place so, hopefully, they'll put measures in place

2) i would personally put up signs stating to be quiet, as this is library and people need to be quiet so that others can study in peace

3) is the drastic measure, of actually telling these people to be quiet

In the 90s libraries were quite empty and thus quite silent !

You'd better not make noise too or...

You should refer to the persons in charge and escalate if necessary.

About the most obnoxious thing women do is whisper shit to each other. My sister got a habit into my nephew "no whispering" which I chuckled and thought was a good thing. It's mostly worthless gossip they whisper about or cutting someone down.

All these chatty Cathys are going to walk out w/ their worthless women's studies and humanities degrees, along with a lot of debt and being virtually unemployable. So take solace in your work and in the justice to come to them. In the meantime, lodge a complaint that the library isn't being properly monitored. You should get some other guys to do it too, so you;re not the sole voice of dissension.

This is why I love the Law Library at the provincial university. You get glared at by everyone if you so much as turn a page too loudly. Noise of any kind is forbidden, as are excessive scented products (I never understood the female obsession with having everything fucking scented, you end up with eight-to-ten competing odours, which combine into stink). The law librarian can, and will turf people for any and all transgressions.

Go sit in the bookstacks on an upper floor. My university's library's common area would usually be somewhat as you describe, but the stacks would always be quiet. People would often nap up there around finals week.

Try bringing a signal jammer. One that blocks cell phone and WiFi for a short distance.

If you live there, get buddies together in your dorm room and do something about chairs for everyone. If you don't, get together in a buddy's home, or find some other place in or out of the university that is quiet.
