Yeah... No offense but I think that's kind of ridiculous to be honest. I've never asked to make a move on a girl nor have I had a girl ask to make a move on me and haven't had a problem. You just go with the flow. If that's what you like to do then go ahead and do what makes you feel comfortable but I wouldn't call doing that practicing "good consent" nor any and everything which transgresses that akin to a violation or assault.

Something better you can do if it makes you unconfortable is telling her to ask for it. A lot of people find it sexy, so it's common enough not to be weird, and it doesn't kill them mood. "Do you want me to kiss you? Ask for it"
The way you phrase it kills the mood by reminding people of these weird lectures about rapists and such
