Root of the problem? Men are not allowed (by law) to react to threats and intimidation. If any agressive behaviour could be met by instant violence by others (as a group) the problem would not exist. Doesn't matter if he were bigger and fear inducing - the locals, having respect and trust in each other, could easily take care of him as a group.
