No woman can fulfill a man's duty.

She is asking for more information

The only, not best but only, source for information on how to parent a boy is a virtuous man himself.

Tell her to read or listen to "Meditations" by Marcus Aurelius, that will give her a glimpse into the mind of one such man. That is what any women willing to do good to their male offspring should make them strive to. Temperance, discipline, justice and fortitude must be drilled in the mind of every boy during their earliest years.

Tell her that and to stay away from ignorant advise such as this. Better would be something like this and this.

the boy is lagging behind in school and relationships

Don't try to make him better at those without finding out why he's, according to her, 'lagging'. Is he lagging because all girls and boys around him are talking about Justin Bieber latest hit, how to do their nails, wondering about how gross titties and penises are or the like? What is wrong with him not being even remotely interested in such discussions? I was like this, I never changed, and I excelled both intellectually and physically. I wasn't socially retarded, I was interested in earth, mud, sweat, math, the jungle, Legos, wild beasts and other things. Why is he 'lagging' in school? Is it because he isn't motivated by having a nagging fat female teacher tell him that he has to behave in such and such way just because she says so even though she is an emotional and physical wreck? We, men, don't respect for the sake of respecting, we don't function by being beaten, threatened or the like. We aim only for that which those better than us exhibit, boys smell this miles away. We know who's worth listening to and who should be ignored, I know this because my father and male teachers were my heroes, they were something I 'could' never be. The science of being an adult, having a job, saving the world by teaching young boys complex stuff and working, whatever that meant, were things that escaped my young mind and it was thrilling. Those men were something I wasn't, better, stronger, bigger, more intelligent, more fluent with their tongues, admirable, simply admirable. As a result, I tried, as hard as I could, to become one of them. We don't respect authority, we respect out of astonishment. Find this boy some men who show him how grandiose he can be, how powerful his body can become, how sharp his mind can be. Bring him to get his ass handed to him by a Taekwondo teacher who afterwards inspires him and teaches him about defeat, or make him lose his very last breath while swimming and watching how powerful and toned the body of a male swimmer can be. Show him what male greatness looks like. His desire to be such a man will come naturally.

And finally, as /u/govt_took_my_baby said, find out if he really suffers from ADHD or it simply was an ignorant psychologist that found him to be a defective girl.

The best way to cope with ADHD is to structure his life around his strengths and weaknesses. Ritalin is a good medicine but some prefer to take a lower dosage or cut it out.

ADHD is both a blessing and a curse. It's powerful force inside him that can make him very productive once he finds an outlet that is right for him.

I would recommend some of Dr. Russell Barkley's books on adult ADHD. There are many possibillities where it can be a resource and a superpower.

IME and IMHO women -- neither as a single-mother, nor attempting to step-in for some "absentee" father -- simply CANNOT appropriately "parent" a boy.

It isn't a matter of books. It's more a matter of women simply not having any contextual clues.

As long is the father of the boy is fucked up barring a miracle the boy will also be fucked up.

It takes a man to raise a boy into a man.

The father has to fix his issues first if the sons issues will be fixed.

The first step is having the father take a look at himself and whats wrong and fix the problem. That needs to happen period.
