This is fucked. He was criminally taken advantage of and was too young to make fully responsible decisions. That's why it's illegal to have sex with minors. He therefore can not be held responsible for the child. The state made the laws and must supplement the child's welfare I say. The State is just being cheap and doesn't want to fork out the money for their own rules. The boy is a money scape goat. Apparently a criminal act that creates a child is the victims responsibility, nice society.
