Devise some kind of fun event that people would enjoy going to. It can be things like sports, "I'm trying to get a basketball game going Tuesday" or an outing to a bar/club, "I'm getting a group together to go bar hopping Saturday" or even something like a concert, "I'm going to see Snoop Dogg at the House of Blues next week"

And then, as to avoid giving them any undue pressure, invite them in a way that seems like the event will occur whether they decide to join you or not, "wanna join us?"

Their first question is always, "Who else is going?" to which you answer, to the first person, "you're the first I've asked. I'm gonna invite 8 or so more people. If you want to give me your number, I'll let you know what it's looking like."

If you're inviting a bro, feel free to drop a, "no homo" if you think the vibe didn't come across properly.
