This kind of shit has been happening in Brazil since the last decade, the government here spends bilions on sustaining parasites using the so-called "Bolsa Família" program, basically, if you are poor woman, and have a kid, you will be given an certain amount of money every month, the more kids you have, the more money you'll be allowed to get, some people(women) doesn't even need this money, but keep misusing this benefit nonetheless.
